Wow! It just makes you wonder sometimes doesn't it! I've never seen children acting like that that get separated from their parents like that in a public place! When I was little my mother told me to go to a store employee and tell the person that I was "lost and couldn't find my mother" and that the store employee could help! Somebody working in the store would ask for my mother's name and get on the intercom or loud speaker and just call my mother's name saying such and such "your daughter got separated from you while shopping and she's waiting at the service desk for you!" Problem solved! People working in the store would always help like that!

But this situation with this child? It looks like if the child couldn't talk that the parents would have a plan in place so she couldn't get separated, it sounds horrible to put your child on a leash, but? Or like the mother have a band around one of her wrists that has a rope connecting to a separate band that's on the child's wrist, keeping them together! So the child can't get more 5 feet away from the mother or parent and the child can always be in sight!

Sometimes I think people just do things like this for attention, because everybody has smart phones today and people will stand back laughing recording a video of the situation instead of trying to help the situation! These people on their phones recording video are just as bad as the parents being careless! A child that old that can't talk is a special needs child and the parents have to take on extra responsibility in that child's care and well-being! This situation just goes to show how much society has deteriorated, adults on their phones recording video acting like children! Atleast that one woman did try and help!
